CommentOn calm days, without wind to provide lift, pelagic seabirds often preserve energy by resting on the surface of the water. If they fly they usually fly very close to the surface where the 'ground effect' provides lift. When the height above the water is less than about half the wingspan, the ground effect provides some lift requiring less exertion to fly. When pelagic seabirds take advantage of the ground effect they sometimes touch the water with their wing-tips, as in this image, or even touch the water with their belly.
